Education Law Passed: Excavator Training Requirements Due by Saturday, May 4, 2019

A couple of months ago, I shared an update with you regarding an important educational amendment to 16 NYCRR Part 753 that passed through the Legislature in June. On Monday, November 5, 2018, Governor Andrew Cuomo, signed this amendment into law, providing 180 days, Saturday, May 4, 2019, for implementation.

While you can click here to access the complete bill, I want to summarize the education aspects of this legislation. This amendment requires any excavator that works for a local government and their hired contractors, as well as excavators that work for an operator and their hired contractors, to now receive an approved Public Service Commission training and education program. For a visual representation of this, please click here.

Under this law, the Dig Safely New York Certified Excavator Program in Safe Digging Best Practices constitutes as adequate training. The Certified Excavator Program is available in-person or online, to best meet your scheduling needs. For more information, please visit or speak with your local Field Representative.

I am personally excited to share this update with you, as this landmark legislation will enhance the safety of New York State, work to protect the families who call it home, and enhance educational resources for industry professionals.
